ifBars 401c9a3aa8 Improve isFlashed flag 
- Improvement upon the player is flashed flag by using the FlashOverlayAlpha to check if their vision is still blocked or not (provides a more consistent notice of if the player is flashed)

- Fix crashing issues caused by trying to substring weapon_ prefix when it is not there
- Hopefully reduce lag by moving C4 esp code outside of entity list loop, fix provided by Tucucu on UC forums
